Grants Management Modernization

A grants-management system used for coastal zone project funding required major redesign after its initial build fell short. I led discovery, refactoring, Azure migration planning, and feature corrections. Outcomes included improved stability, clearer workflows, increased productivity for applicants and reviewers, and a long-term modernization path for the platform.
