## Overview

The U.S. Department of State’s global HR and Oracle payroll modernization brought together regional needs, legacy processes, and complex delivery dependencies. A program at that scale needed more than a new platform: teams needed reliable ways to manage requirements, coordinate work, and preserve traceability.

## My contribution

At The MIL Corporation, my role expanded from business analysis into full Jira administration. I redesigned the delivery process so teams could spend less time maintaining it.

-   Strengthened traceability: implemented Jama-based requirements traceability to connect decisions and delivery work.
-   Redesigned delivery workflows: improved Jira administration, governance, and cross-team handoffs.
-   Automated repetitive work: eliminated manual imports and streamlined program operations.

## Outcomes

Approximately 20% efficiency improvement through automation and process improvements; eliminated manual imports.
